Guy in Tokyo taking his pet tortoise for a walk

This gentlemen spotted multiple times with a giant tortoise in the streets of Tsukishima, Tokyo. No much information about the person who takes out his pet for a walk often with a cute outfit. The animal is native to the southern Sahara desert, but seems comfortable enough in the concrete jungle of downtown Tokyo.
